CUBAN NUMBERS (ENIGMA M08a, V02a)
I wonder if there are far more dummy transmissions than previously believed. It definitely appears that there are transmissions that are allowed to run even tho the signal drops in and out or is distorted. Sometimes the signal goes off the air followed by transmitter tuning and then a copiable message is transmitted. However, there have been numerous examples of a defective signal and no steps taken to correct it. The Cubans just do not seem to care that the outgoing signal is not clean. There has to be a reason for this and dummy traffic is certainly a possibility.
Following are some Cuban numbers transmissions I monitored in January. All frequencies are kHz and times are in UTC.
